If a Licence holder loses tags under the CTS Licence Tag Management Policy, will the tags withdrawn be I/O tags or company truck tags?

Tags withdrawn will be those tags assigned to trucks which are not maintaining performance and /or evidencing a prolonged decrease in performance and container movement volumes.
