Independent Operators (I/Os) are individuals who own and operate (drive) a truck that moves containers. I/Os who want to be retained by a licensee (company) under the Container Trucking Act can only be sponsored by a licensee if the I/O is on the Commissioner’s I/O List.
The Commissioner limits the number I/Os on the I/O List to closely match the number of available I/O truck tags to ensure there is enough work.
Under the CTS Licence Truck Tag Management Policy, there are two ways for an I/O to be added to the Commissioner’s I/O List:
- A Licensee may nominate an I/O from another division to fill a vacant tag in accordance with Section 24 of the Tag Policy. Please note that nominated I/Os may only operate for that Licensee and are not transferable between Licensees.
- The Commissioner may open the I/O application process to the public.
I/Os must meet certain conditions to be accepted onto the I/O List including, but not limited to:
- Meeting the minimum experience requirements
- Owning approved truck that meets the truck age requirements required by the Vancouver Fraser Port Authority
- Performing container trucking services a majority of the time
- Hiring only one Indirectly Employed Operator (relief driver)
- Being eligible to receive a Port Pass
- Signing a sponsorship agreement with 30 days of being added to the I/O list
At this time, the I/O application process is not open to the public.
The OBCCTC closely monitors industry needs and determines when it is necessary to add more I/Os to the I/O List. The OBCCTC will open applications to the public for the same on the OBCCTC website. ਕਮਿਸ਼ਨਰ ਆਈ/ਓ ਲਿਸਟ ‘ਤੇ ਆਈ/ਓ ਦੀ ਗਿਣਤੀ ਨੂੰ ਉਪਲਬਧ ਆਈ/ਓ ਟਰੱਕ ਟੈਗਾਂ ਦੀ ਗਿਣਤੀ ਦੇ ਅਨੁਸਾਰ ਸੀਮਤ ਕਰਦੇ ਹੈ ਤਾਂ ਜੋ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ ਕਿ ਕਾਫ਼ੀ ਕੰਮ ਹੈ।
ਸੀ ਟੀ ਐੱਸ ਲਾਈਸੈਂਸ ਟਰੱਕ ਟੈਗ ਮੈਨੇਜਮੈਂਟ ਪਾਲਿਸੀ ਅਧੀਨ, ਆਈ/ਓ ਨੂੰ ਕਮਿਸ਼ਨਰ ਦੀ ਆਈ/ਓ ਲਿਸਟ ‘ਚ ਸ਼ਾਮਲ ਕਰਨ ਦੇ ਦੋ ਤਰੀਕੇ ਹਨ:
- ਇੱਕ ਲਾਈਸੈਂਸੀ ਟੈਗ ਪਾਲਿਸੀ ਦੇ ਸੈਕਸ਼ਨ 24 ਅਨੁਸਾਰ, ਕਿਸੇ ਹੋਰ ਡਿਵਿਜ਼ਨ ਤੋਂ ਆਈ/ਓ ਨੂੰ ਖਾਲੀ ਟੈਗ ਭਰਨ ਲਈ ਨਾਮਜ਼ਦ ਕਰ ਸਕਦਾ ਹੈ। ਨਾਮਜ਼ਦ ਆਈ/ਓ ਸਿਰਫ਼ ਉਸ ਲਾਈਸੈਂਸੀ ਲਈ ਕੰਮ ਕਰ ਸਕਦੇ ਹਨ ਅਤੇ ਇੱਕ ਲਾਈਸੈਂਸੀ ਤੋਂ ਦੂਜੇ ਲਾਈਸੈਂਸੀ ਵੱਲ ਨਹੀਂ ਜਾ ਸਕਦੇ।
- ਕਮਿਸ਼ਨਰ ਜਨਤਾ ਲਈ ਆਈ/ਓ ਅਰਜ਼ੀਆਂ ਦੀ ਪ੍ਰਕਿਰਿਆ ਖੋਲ੍ਹ ਸਕਦੇ ਹਨ।
ਆਈ/ਓ ਨੂੰ ਆਈ/ਓ ਲਿਸਟ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਕੁਝ ਸ਼ਰਤਾਂ ਪੂਰੀਆਂ ਕਰਣੀਆਂ ਲਾਜ਼ਮੀ ਹਨ, ਜਿਵੇਂ ਕਿ:
- ਘੱਟੋ-ਘੱਟ ਤਜੁਰਬੇ ਦੀ ਲੋੜ ਪੂਰੀ ਕਰਨਾ
- ਐਪ੍ਰੂਵਡ ਟਰੱਕ ਦਾ ਮਾਲਕ ਹੋਣਾ, ਜੋ ਕਿ ਵੈਨਕੂਵਰ ਫ਼ਰੇਜ਼ਰ ਪੋਰਟ ਅਥਾਰਿਟੀ ਵੱਲੋਂ ਨਿਰਧਾਰਤ ਟਰੱਕ ਉਮਰ ਦੀਆਂ ਲੋੜਾਂ ‘ਤੇ ਪੂਰਾ ਉਤਰੇ
- ਵਧੇਰੇ ਸਮੇਂ ਲਈ ਕੰਟੇਨਰ ਟਰੱਕਿੰਗ ਸੇਵਾਵਾਂ ਪ੍ਰਦਾਨ ਕਰਨਾ
- ਸਿਰਫ਼ ਇੱਕ ਇੰਡੈਰੇਕਟਲੀ ਇਮਪਲੌਇਡ ਔਪਰੇਟਰ (ਰਿਲੀਫ਼ ਡਰਾਈਵਰ) ਨੌਕਰੀ ‘ਤੇ ਰੱਖਣਾ
- ਪੋਰਟ ਪਾਸ ਲਈ ਯੋਗ ਹੋਣਾ
- ਆਈ/ਓ ਲਿਸਟ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਤੋਂ 30 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਸਪੌਨਸਰਸ਼ਿਪ ਐਗਰੀਮੈਂਟ ‘ਤੇ ਦਸਤਖਤ ਕਰਨਾ
ਇਸ ਸਮੇਂ, ਆਈ/ਓ ਲਿਸਟ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਅਰਜ਼ੀਆਂ ਦੀ ਪ੍ਰਕਿਰਿਆ ਜਨਤਾ ਲਈ ਖੁੱਲ੍ਹੀ ਨਹੀਂ ਹੈ।
ਓ ਬੀ ਸੀ ਸੀ ਟੀ ਸੀ ਉਦਯੋਗ ਦੀਆਂ ਲੋੜਾਂ ‘ਤੇ ਨਜ਼ਰ ਰੱਖਦਾ ਹੈ ਅਤੇ ਇਹ ਨਿਰਧਾਰਤ ਕਰਦਾ ਹੈ ਕਿ ਆਈ/ਓ ਲਿਸਟ ਵਿੱਚ ਹੋਰ ਆਈ/ਓ ਕਦੋਂ ਸ਼ਾਮਲ ਕਰਨ ਦੀ ਲੋੜ ਹੈ, ਜਦੋਂ ਜਨਤਾ ਲਈ ਅਰਜ਼ੀਆਂ ਖੋਲ੍ਹੀਆਂ ਜਾਂਦੀਆਂ ਹਨ। ਆਈ/ਓ ਫ਼ਿਰ ਆਪਣੀਆਂ ਅਰਜ਼ੀਆਂ ਦੇ ਸਕਦੇ ਹਨ। ਨਵੇਂ ਅੱਪਡੇਟਸ ਲਈ ਵੈੱਬਸਾਈਟ ਨਿਯਮਤ ਤੌਰ ‘ਤੇ ਵੇਖਦੇ ਰਹੋ ਅਤੇ ਸਿੱਧੀ ਜਾਣਕਾਰੀ ਲਈ ਸਾਡੀ ਮੇਲਿੰਗ ਲਿਸਟ ‘ਚ ਸ਼ਾਮਲ ਹੋਵੋ।
